NUPW Medical Plan Being Disputed by Members, with documents

Cedric Murrell, CTUSAB

Cedric Murrell

Trade Unions in Barbados were born out of politics therefore the rhetoric about DLP operative Derek Alleyne and cohorts moving a no confidence action against President Akanni Mc Dowell is to be expected, especially if standing NUPW officers have been identified as BLP aspirants and candidates.

Equally worrying for members of the NUPW is the impasse currently playing out which suggest a less than professional approach by those charged with the fiduciary duty to look after the members’ Medical Plan.

The following document details the events which have unraveled behind closed doors to give impetus to the dispute concerning NUPW’s Medical Plan through the eyes of President Akanni Mc Dowell.

  1. Caswell Franklyn May 27, 2016 at 10:33 PM #

I was a member of the Medicare Committee when NUPW ran the plan. Norma Jackman submitted a proposal to have the plan taken over by an insurance company which would have seen members getting enhanced benefits.

Ms Jackman’s proposal was stolen from her and given to another person who resigned from her job and became the broker for NUPW. While we were in discussions with an insurance company to take over the plan, the company’s CEO went off the record and told us that we did not need a broker. But senior members, without any training in insurance, insisted that there should be a broker. Many persons got rich out of NUPW’s plan while the union was always cash-starved.

The formation of NUPW Insurance Brokers Inc. was just a way for another group to pillage the resources that should have been going to the union. These people have been robbing NUPW blind for years.

The new president’s conduct in office should have been called into question long before this matter with the Medicare, and for good reason, but no one bothered. His conduct only became an issue when his actions would have prevented those, who were corruptly benefitting from NUPW, from looting the Medicare plan.

The crooks did not mind that Akanni was totally incompetent as president just as long as he did not disturb the ongoing racket in Medicare. Well he has to go because he is taking bread out of the mouths of the crooks plain and simple.

Akanni is too silly, he rushed to the press and give them some half-ass story that the opposition to him is political, without understanding what was going on around him. He is getting in the way of illicit sex and money. It is not politics my friend but this is what happens when you start at the top.

Caswell, I find I’m agreeing with you a little too often nowadays🙂

This is an unnecessary and unfortunate distraction from the real workers’ issues that need urgently addressing. The young brigade is out of their depth and clearly more interested in running for a BLP seat in St. Michael South (AB), St. John (FDJ) and where ever else the next one wants to go. Proper running of the Union and learning the ropes in order to pull them better when the tugs of war is obviously a second priority .

This soo damn sad all I can do is to feel sorry for the poor members. Why the hell the members don`t get together and approach an insurance company. Cedric Murrell should be ashamed and banned from the Union if what is written is true. Akani you need to mature and be realistic where the hell de government gine get over $100M more to pay the increased salaries. The NUPW should be renamed the Clown Union.

‘Silly’ is a good description used by Caswell. It explains someone so new to the job, …so untested, ..and so immature, that he would fall for the Mercedes Benz trap.

    @ Caswell
Why the hell do you not go to the people’s meeting and take over the NUPW? Shiite man, if you are not going to BUP, and you instead insist on playing a petty union role… why not at least move to an influential one?
Do you REALLY think that you have the time and energy to go through a long proselytizing process of enticing brass bowls towards Unity…?

The media can be your best friend or your worst enemy. Obviously, our president has bad advisors and his treasurer has tainted the union with his political aspirations. Thus, the treasurer should resign immediately.

In addition what Bro Murrell seeks to do with the NUPW Insurance Inc is not only dishonest in collusion with the former manager Grace Hall but fraudulent. The insurance agency was set up for us to make money from the commissions and have control of our medicare scheme. Joe tried for years and was resisted by Drakes who ensured IMPS Broker milked the members before they accepted less commission. Cedric Murrell as former chairman of the Inc needs to tell the members how come only $70,000 was made as profit if rumors are true that income was nearly $500,000. Too many secrets surround the Inc.

Grace Hall the former manager now working with Capita the broker who was appointed by council on instructions from Delcia Burke acting as AGS when GS and president were in Cuba. Why must we give up an income stream to Capita when we can get the same commission. In addition the Inc books must be audited for misappropriation of funds. Akanni may be arrogant but he is right to fight for the best deal for the medicare members. Joe you were not perfect but the union saw better days under you.

@David, sometimes it is extremely difficult to come to grips with the argumentation of the learned colleagues on this site. How can this Union or the other be expected to approach matters with clean hands when in essence – according to Caswell and years of evidence – their leaders are simply using their position to feather their various nests in their own ways.

Take the esteemed Bushie’s argument about Caswell riding in on his BUP steed or even on a rental horse to charge against this union’s alleged chicanery.

Do tell where are all the co-op principles that abound there or why were they not there in an abundance of good union governance in the first place when the original deeds were so dramatically – and according to Caswell completely lacking in transparency – put in place.

In that long ago TV series the little man had as his punch line, ‘de plane boss, it’s de plane’…in our case it’s de people boss!

How will we ever lift outta this corrupt malaise when everyone getting their REPARATIONS so coyly from their brothers and sisters but pretending to be their saviours. How?

And it becomes more pellucid why Caswell would have left the NUPW when he saw all these behind the scenes charlatans doing their thing…so asking him to go back ow is lotta pappy-show talk…the union big-shots who calling the plays still more powerful than he is!

As usual when revelations are made here there are 10 questions left unanswered for ever one half-way answered.

De people boss, de people…dem all crooked!

This story is bigger than both Akanni and the NUPW. It is about a political mafia that intends to hold on to power by any means necessary and in so doing has, and continues to, plant representatives and to exert its influence in all key spheres of the Barbadian society: NUPW, calypso, police force, church, media, Q in the community etc.
Sadly, there seems to be this belief that they are untouchable; and the behaviour of the “exs” at the NUPW simply mirrors that of Lowe, Maloney, Carrington etc etc.
By the way, IMPS is Maureen Graham who is the sister of the late PM and mother of the head of the Financial Services Commission. I say this not to impute any improper motive on the Grahams but just to highlight how everything is connected.

@Enuff, that’s a good Sunday morn hearty laugh. I did not know of the connection and immediately I read it my ‘immediate’ first impression was “oh, so that’s what this is all about”.

And as shrewd as your posts have been in the past I would be beyond surprised that your intent was merely one of connecting ’tissue to membrane’. LOLL.

Barbados is too small. Familial connections will ALWAYS be in evidence across various businesses and public institutions. And it is also a given that if one member of the family is good enough (academically or by skills) to rise to a senior position then her brother or sister is likely as gifted and will ascend the ranks some place else also.

So bruggadung a Smith or Williams or Holder or Mapp family got lots of quite ‘innocent’ connected family members in high positions across our lil island.

Thus, unless we have strong legislation to ferret out and sanction instances when non-threatening appearance of conflicts of interest actually morph into full blown insider-corruption-malfeasance your artfully worded remarks will forever stain folks … some deservedly, others not!!!

Yes we need legislation to support full disclosure and build a business ethos that is transparent. Important procurements must be encouraged to follow recognized practice of inviting multiple vendors and a process of transparent evaluation and selection. All players in the process must advocate for it. One senses with the growth of social media the Bajan landscape is about to change.

Bro Murrell, is it just a mere coincidence that Grace Hall your girlfriend who you were with in St Lucia recently, now works at Capita. Is not her new job at Capita contingent on the plan being administered by Capita.

How much is your cut from the Capita deal while we pay these high premiums.

Grace Hall why are some of our files missing and is it deliberate

Why should we accept a plan with such high rates when salaries are frozen.

Why would Bro Murrell deprive our union of much-needed cash as a former president when he knows our union is cash strapped.

It is common practice for members and supporters of this piss poor DLP administration to “automatically” label those individuals who may criticize or do not readily accept DLP policies, as being BLP operatives or having a political agenda.

Obviously the DLP yard-fowls are following the dictates of their political masters when they describe Akanni McDowall as being silly or immature and refer to any action undertaken by him as treasonous, because his modus operandi is not “DLP compliant.”

These yard-fowls seem to conveniently forget that members dissenting from the majority have always existed at the NUPW.

Then there was the controversy surrounding then President Walter Maloney. Evidence came to the fore that Maloney raked up mobile phone charges in excess of $6,000 for the months of July and August 2010, which the NUPW had to pay and his failure to implement a buying club for members. Maloney and Dennis Clarke were accused of spending thousands of NUPW funds without the approval of the Treasurer and other Executive members.

According to the April 6, 2011 edition of the Daily Nation, during an interview on April 5, Manasseh King said that Maloney had to go. “The whole executive has defected. These are people who have run with him for six years who now find they cannot work with him. This means they don’t have confidence in him….”

The following excerpt was taken from an article submitted to BU on April 2, 2011, by a “NUPW Insider”, whose name was with-held by BU: “I have one vote but believe that some order has to be brought back to the NUPW. In the 1st place Maloney has to go, he has OUTLIVED his USEFULNESS and has become ARROGANT and EXTRAVAGANT and his alliance with the General Secretary is not in the best interest of the members.

Perhaps Derek Alleyne was not in Barbados when these issues were being highlighted. Surely if he had been in the island at that time, I’m sure he would have tabled a no confidence motion as well.

Start before the incorporation of the insurance brokerage with the money spent on the proposed medical centre. Then look for the cheques that were written on a secret Medicare account without the knowledge of the Treasurer.

She stuck to her guns but when I disclosed that my figures came from her originally, the woman started to cry and then people started to abuse me for making her cry and the meeting never got back to the figures.

I also reported the existence of the off-the-books cheque book but nothing happened.

The Medicare scheme was a cash cow for a number of people and I was not allowed to get in the way. You might not be aware that one of the times that I got fired from NUPW, it resulted from a complaint made by Cedric. Coincidence?

The President of NUPW is a figurehead position. He is silly because he does not understand this. His job is to chair meetings of the Union and sign cheques and other negotiable instruments in conjunction with the Treasurer. If he were sensible, he would use his position to influence change and not be a bulldozer. He made enemies that way very quickly, and most of the persons who were his supporters are now his enemies.

The amazing thing is that he was behaving like a bully for a long time and people ignored him, rather than deal with his nonsense. This time he is being crucified for acting in the interest of the members of the Medicare Scheme.

He rushed to the press to say that the move against him is political. That is a load of faecal matter. He stumbled into a den of thieves who were robbing the union blind, through the Medicare and he was too silly to recognise wide scale stealing.

The people behind the move to oust him, even though they might be political, are not going against him for political reasons. They want to protect the income that they were getting under the table from Medicare for years.
