BU’s assessment of Minister Inniss’ contributions is that it appears to be a PR exercise meant to deflate the strident concerns of members of the Group, and at the same time distance himself from the Cahill deal. Careful scrutiny of some of his responses leads a discerning observer to conclude that Minister Inniss is NOT bullish about the Cahill.

    Donville Inniss somehow thinks that he is smart and has fooled some of the less discerning among us that he is genuinely interested in good governance. If he is, he should separate himself from the confusion that we call the Freundel Stuart Cabinet. He cannot come out ever so often and give the impression that he is different from his colleagues. All he is doing is trying to set himself up as Leader of the Opposition, if or when this government implodes. He would then be in a position to lead any subsequent DLP administration.

    Give us a break Donville and stop trying to be fish and fowl at the same time. If Freundel had just one ball left, he should have rein him in or dismiss him long ago. We have collective responsibility in Cabinet. If his colleagues are in breach of something as serious as this Cahill fiasco, Donville has a duty to this country to separate himself from them or he is just pretending while deceiving the gullible.

    It is all about securing his pension and capturing the leadership of the DLP when Freundel goes. He is so transparent.

    His position is no different from Mr David Estwick’s who has been even more intransigent and annoyingly provocative but he has been given a pass time and time again. Par for the course, says Mr Inniss then.

    Securing a pension is one way of looking at it but his measly state pension pales into insignificance to the damage this Cahill fiasco and in particular the damage the cowan woman has caused. She flaunts the laws of this country ,Canada and the UK in her efforts to skimm 10’s of millions of $$$$$$$$$$ based on a flawed contract which she has breached without consequence or notification from these numpty ministers.
    When is this government going to put this woman on notice of her defaults and cancel this contract and file suit against her for her blatant breaches.

    A careful read of the exchanges between the minister and the Facebook group he clearly states the government has not given permissions for the project to move ahead.

    Cahill have a contract and a power purchase agreement signed by 4 numpty ministers
    They need to file a breach against her and void the contract.
    She has failed to get investment funding for this thing in 18 months the whole thing needs to be voided at no cost to the nation

    If a Donville suggests that Government hasn’t given permission for the project to move ahead then it is vital that the Prime Eunuch to act and call his ministers, who got involved with Cahill, to account.

    This is the point, we have agreements sighed based on what has been admitted in Parliament and we have a minister retreating to a position that no permissions have been sought. Note he does not address the issue of a lack of transparency around the transaction so far.

    You can have a “signed” agreement contingent on EIA etc.?

    The “documents” should be made public. There is nothing about this project that could be considered “matters of state security”.

    They all find jobs or consultancies after they are out of office.

    Who asks a fox (or allow fox) to come into a hen house? This trickster Inniss would have already informed cabinet colleagues that he will join the Facebook group to see what the put forwards are. In other words, Donville Inniss is only there for the sole purpose of keeping abreast with what the growing number of objectors on this facebook grouping are proclaiming. He will then report back to headquarters if there is anything to worry about or not.

    This contract was signed with milestone deliverables one of which was the start and delivery of the waste categorisation study
    The waste study was supposed to commence 5 weeks after contract award.
    Clearly this did not happen until mid February of this year .At a minimum the government should have notified the crazy lady of her default ideally a notice of material breach should have been issued which constitutes a voiding of the contract.

    I don’t trust Donville Inniss, to me he is the epitome of a “political grandstander.” He says things he believes people want to hear, all in an effort to “politically promote” himself.

    Although it is not directly related to the CAHILL topic, my contribution seeks to highlight the level of hypocrisy our politicians blatantly exhibit, while thinking many of us have “short memories.”

    While addressing an audience at a DLP national meeting, which was held on Sunday, February 17, 2013, in Eden Lodge, located in the St. Michael North constituency, Donville Inniss spoke about the CLICO debacle. Inniss said:

    “When it comes to that CLICO issue my position is that the State did not provide effective regulations for the policies,” he said, adding that included the time when Owen Arthur was Prime Minister and Minister of Finance with the responsibility for insurance.” [Barbados Today, February 18, 2013]

    It seems as though Donville was sleeping or conveniently forgot when his Prime Minister, David Thompson, said back in 2009 that:

    “With respect to the Barbadian operations, I have consulted today with Minister of State in the Ministry of Finance Senator Darcy Boyce, the Governor of the Central Bank and the Supervisor of Insurance, who are the heads of the relevant regulatory agencies that oversee CLICO’s operations here, and WE ARE FULLY SATISFIED that CLICO’s BARBADIAN OPERATIONS ARE SOUND, PRUDENTLY MANAGED AND WELL REGULATED,” the Prime Minister said.”

    “BARBADIAN DEPOSITORS, INVESTORS AND HOLDERS OF INSURANCE POLICIES CAN THEREFORE BE CONSIDERED SAFE IN THE CONTEXT OF OUR FINANCIAL SECTOR,” he said. That being the case, Thompson said it was not in the interest of depositors here for there to be any panic.” [CANANEWS On-Line, January 31, 2009]

    “Inniss described the CLICO affair as “another classic example of the mess that Owen Arthur brought this country” in declaring that as the finance minister with the responsibility for the office of Supervisor of Insurance, the same Government department which had the responsibility for licensing, issuing and the approval of insurance products in Barbados, he had to take “great responsibility” for the issuing of the CLICO products.” [Barbados Today, February 18, 2013]

    But former Central Bank Governor, Marion Williams “URGED Barbadians NOT TO REMOVE THEIR BUSINESS from any of CLICO Holdings Barbados Limited’s VARIOUS ENTITIES, DESCRIBING IT AS “A WELL-RUN COMPANY”…….” [CANANEWS On-Line, January 31, 2009]

    Finally, Inniss was reported as having said:

    “I am no hypocrite… I am sick and tired of these politicians who come before you night after night behaving as though they are washed in the blood of the lamb, when in truth and in fact they could never look God in his face,” said Inniss.” [Barbados Today, February 18, 2013]

    Perhaps when Donville spoke those words, it was tantamount of him “spitting in the air and the spit landing on his face.”

    Mr. Speaker Sir, I move that the above postby one Artaxerxes, be stuck form the records of this honourable house. If allowed to stand there is a grave and present danger that the ordinary masses of this once great country, will form the opinion that Honourable members sitting in this heretofore honurable chamber, are nothing more than glorified three card men and snake oil salesmen. A view like that albeit justifiable must never be allowed to gain traction or resonance.

    Thank them for their indulgence these past years and long may it continue so but discerning voters are a threat to our financial security and we honourable members of this political class must unite to nip any such illumination and disillusionment in the bud.

    Ironically, the DLP or its operative do not have any “issues that relate heavily to the Barbados economy” either.

    Case in point, according to an article, headlined: “Economist: It’s not so,” in the September 5, 2015 edition of the Saturday Sun:

    “A regional economist who monitors Barbados has poured cold water on Government’s forecasts for economic growth and fiscal improvement.”

    “And Marla Dukharan, RBC Financial (Caribbean) Limited’s group economist, is also urging Barbados to implement a domestic debt restructuring program or risk passing more “pain” on to domestic lenders.”

    So, it seems as though you come here to distract by us from highlighting your failures by “resorting to lick mouth issues” as well.

    You are on point and just in time, Artaxerxes. I was busy and only read Saturday’s paper last night and said I had to post this article with remarks from Marla Dukharan.

    Here goes the article:

    She questioned the Central Bank projections that the Barbados economy will grow by between 2 and 2.5% for the next 2-3 years and she agreed with the IMF that growth is not going to reach 2% in Barbados until 2020.

    The economist pointed out that even if Barbados reached the target, the performance would be misleading considering that the size of Barbados economy had shrunk by 5.4% since 2008.

    The real size of the economy has fallen from a peak of about $9.2 billion in 2008 all the way down to $8.7 (Billion?) million in 2014. So this is an overall contraction of 5.4% that the economy has contracted so even though we might see 1% or we might see 2% we still have ways to go before we recover 5.4% overall contraction that we have seen post crisis.

    She also doubted that government would reach the 4% of GDP fiscal target it projected for the fiscal year especially when debt from previous years including VAT and income tax refunds were included.

    So what I am trying to say is that I think that 4% fiscal deficit target might be in jeopardy if you pay out your your refunds accruing to previous fiscal years.

    If you look at where the fiscal deficit has reached versus where the targets were, yes we have seen some progress in terms of bringing the fiscal deficit down but we really have not reached the targets and we have not seen the competitiveness aspects improve.

    She added we have seen unemployment increase but this has not translated into lower unit costs for labour and I think……you have a competitiveness problem as reflected in your current account deficit. This is something that has to be addressed. A reduction in the wage bill of 9% is progress but I dont know that is exactly where they want it to be.
